Cecil County Government Purchasing Department Request for Proposal Bid packages are now available for RFP 10-09: “Flood Mitigation Plan (FMP)”. The proposal shall consist of the planning services necessary to complete and submit a Flood Mitigation Plan (FMP) update in accordance with 44 CFR part 78 and the Flood Mitigation Assistance Program FY2008.
